Now, Appleton is a good sized city with a university and a thriving retail and industry center, so it stands to reason this could just be some marketing thing. Or, this is the beginning of a really cliche horror movie where some dumb idiot mails them-self a cursed monkey paw or something for $20 in paypal dollars.
It's either a really dumb scam, or the post office equivalent of the ring, your choice.
