Okay, I have one of these things now, and I can verify the following:
The nose will deflect shells if they hit the "armor" plates on it, akin to when you shoot at stuff like tracks and other cosmetic stuff on other tanks. As they're spaced out, and pretty small, it's not going to do much in the long run, which is a good thing- that would make this tank very OP if it wasn't able to be fought from the front.
I can confirm that Joakim, the Sabaton front-man commander, is totally and utterly invincible. In all my fights he's never been knocked out, though I've lost pretty much everyone else at least once in these tier 10 games. For the commander voice-over work he did for WOT, he reads off the British commander voice prompts, and sounds pretty disinterested to be honest. There are a few times, namely when you don't pen a shell, that it seems he was allowed to improvise, but otherwise it's nothing to get too excited about. He's not speaking in that crazy deep "heavy metal" voice either, it seems like he's truly just reading it off the page.
All the same, I rather like the Primo Victoria. It's speedy, the turret is tough despite it's appearance, and the gun is nice and pointy for knocking holes in things. It's downside is that it's body is very soft, it's as big as a boat, and it's matchmaking will put you at a steep disadvantage from time to time. All that said, it's a barrel of fun and it rakes in credits like mad, so I'd say the base package was worth it.
