
Really, you can't fault them for their consideration. Most countries doctrines at the time consisted of small light tanks to assist soldiers, and very large heavy tanks used to break through defenses. The British had the TOG and TOG II programs which were both super large and heavy tanks. The French had the Char 2C and the Char B1, both of which were exceptionally large. The Soviet Union had the T-35, a multi-turreted monster tank. The idea of a huge moving fortress of guns was still a real military consideration. It wouldn't be for another year that the value of many smaller, more agile tanks would be proven the more successful means to wage war.
